Connecticut new law requires snow and ice be removed from trucks and trailers!

I certainly agree that ice and snow coming off a tractor trailer is very dangerous and can even be lethal. Something needs to be done in this regard. That being said, how can a driver clear snow and ice off the trailer safety? Connecticut law holds the driver responsible. New Jersey and Pennsylvania already have similar laws and New York is considering a new regulation in this regard. How can we manage to make our roads safer without putting the truck driver into danger?
